The focus of these reforms lies in tightening visa regulations concerning international students, with particular attention directed towards temporary graduate and student visas within the vocational and private tertiary sectors.

Effective March 23, the genuine student requirement has supplanted the genuine temporary entrant (GTE) stipulation for student visas. This alteration signifies that applicants are no longer obligated to demonstrate their genuine intent to solely reside in Australia temporarily, nor are they compelled to prove their lack of motivation to obtain work authorization status.

Concurrently, the Australian Skills Quality Authority has been endowed with enhanced oversight capabilities over education providers, with a special emphasis on upholding integrity and quality standards.

Furthermore, heightened English language proficiency requirements for candidates seeking temporary graduate and student visas have come into force. Henceforth, applications for these visas will be evaluated against the newly implemented English language benchmarks.

Additional information indicates that while the genuine temporary entrant requirement remains applicable for student guardian visa applicants, the introduction of the genuine student requirement is tailored to entice international students who have pursued studies and garnered qualifications within Australia. This, in turn, is envisioned to address critical skill shortages and furnish post-study pathways to permanent residency.

Australian officials assert that the revamped English language prerequisites for student visas will not only support international students but also equip them with the requisite skills for seamless integration into the workforce, should they opt to pursue employment opportunities post-graduation.

These measures underscore substantial changes to the immigration framework and are geared towards attracting highly skilled foreign talent while better equipping international students for entry into the Australian job market. Notably, these reforms were unveiled as part of the Australian Government's Migration Strategy released in December 2023, with the overarching objective of reverting net overseas migration to pre-pandemic levels.
