Starting 1 January 2025, the Australian Department of Home Affairs has implemented new rules for student visa applications lodged both inside and outside Australia. The key change involves replacing the Letter of Offer with a Confirmation of Enrolment (CoE) as a mandatory requirement.

What Is a Confirmation of Enrolment (CoE)?

A Confirmation of Enrolment (CoE) is an official document provided by Australian universities after an international student:

  • Accepts an admission offer, and
  • Pays the required tuition fees.

This document contains critical information such as the student's details, program specifics, tuition fees, and course duration. It serves as proof of enrollment and is essential for a valid student visa application.

Impact of New Rules on Visa Applications

  • If you apply for a student visa on or after 1 January 2025, a CoE must be submitted with your application.
  • Applications lodged without a CoE will be deemed invalid and will not be processed.
  • An invalid visa application means:
    • A bridging visa cannot be issued.
    • You must either obtain a CoE and lodge a new visa application, explore other visa options, or leave Australia before your current visa expires.

If your application was submitted before 1 January 2025 using a Letter of Offer, it will not be affected by the new regulations.

Cap on International Student Enrollment for 2025

The Australian government has introduced a National Planning Level (NPL), capping international student commencements at 270,000 for the 2025 calendar year. This limitation, effective from 1 January 2025, is aimed at managing the growth of overseas student programs.

Key Considerations for International Students

  • Ensure you obtain your CoE well in advance of your visa application deadline.
  • If your current visa is expiring and you cannot secure a CoE, you must either leave Australia or consider alternative visa options.
  • Be mindful of the NPL quota for international students when planning your studies in Australia.
