These developments highlight the challenges facing the government and educational institutions as international education remains a pivotal issue amidst an approaching federal election.

Record Visa Issuances and International Student Growth

The latest data from the Department of Home Affairs reveals that nearly 17,000 student visas were granted to international university applicants in November 2024—a record high. Monthly visa issuances have consistently surpassed pre-pandemic levels since mid-2024, underscoring the resilience of international student flows. Higher education continues to dominate, accounting for over two-thirds of these visa approvals.

Despite policy adjustments intended to curb overseas enrolments, the surge in student numbers persists, further elevating overall foreign student presence in Australia.

Policy Shifts to Regulate Enrolments

Since December 2023, the Australian government has implemented numerous policy changes to address international student enrolments, including:

  • Increased Financial Requirements: Applicants now face stricter financial capacity thresholds.
  • Higher Visa Fees: Visa application costs have doubled.
  • Reprioritisation of Processing: This led to delays and a higher rate of visa refusals, adding to administrative challenges.

These measures were introduced amid growing concerns about housing shortages and urban infrastructure strain, issues that have drawn sharp criticism from opposition parties.

The opposition has capitalized on the migration debate ahead of the general election, attributing housing shortages to surging student numbers. Opposition leaders have proposed stricter caps on international student enrolments to ease pressure on the rental market.

While the government attributes migration increases to reduced departures rather than a significant spike in arrivals, the data tells a different story. A record number of students are also challenging visa rejections, with over 20,000 cases awaiting review in the Administrative Appeals Tribunal. Notably, two-thirds of these rejections have been overturned.

Student Strategies and Evolving Trends

International students have adopted strategies to extend their stay in Australia, including:

  • Starting New Courses: To remain in the country under valid visa conditions.
  • Applying for Asylum: Asylum applications by international students have surged, reaching a monthly peak of 516 in August 2024, the highest in over 30 years.

Additionally, the replacement of ministerial direction 107 with direction 111 in late December 2024 may further influence visa approvals. While some stakeholders report improved processing times, others claim the pace remains slower compared to previous years.

Concerns in International Education

Education providers are closely monitoring the situation as institutions approach their caps on international enrolments. When 80 percent of the cap is reached, visa processing slows, raising concerns about how recruitment agents will navigate these limitations.
